The Ministry of Finance (MoF) of The Democratic Republic of Timor Leste (RDTL) has made available funds in order to finance the Design and Documentation of a New Office Building of ten (10) stories for the MoF in Dili, Timor Leste. Designing this MoF office building is more than designing a normal building. It is consider the urban development which is very much dependent on three factors; the quality of architecture, social well-being and environmental responsibility. The compact sustainable city is multi-cultural with a hierarchy of density, has a mix of uses and tenures, is well connected with a coherent public transport, walking and cycling infrastructure, is well designed both in terms of public spaces and building, and is environmentally responsive. And, BITA Enarcon Engineering in association with Enarco Unipesoal/Bita-Enarco to provide Design and Documentation for this building. The new MoF Office Building has been formed by three blocks, a 10-storey tower block in the center, 2 stories blocks at the east and west wings. Those two blocks are connected to the Tower block by a long and linear glazed atrium which functioned to respond sun position, and applied it to building as a passive design.
